ENA/MAO/OLI/PGH/PVC/SGP/TWP/DLPROF/C1/C3/M1 - Reprocess: Suspect error estimates

The current dlprofwind4news VAP generates time- and height-resolved estimates of wind 
speed, wind direction, and corresponding uncertainties from Doppler lidar PPI scans. A recent 
comparison with a heavily instrumented tall tower (BAO) has shown that the error 
estimates are biased low and exhibit poor correlation with the observed lidar-tower differences. 
We note that the measurements themselves (i.e. wind speed and direction) are minimally 
affected by this issue.
