SGP/RL/C1 - The liquid water (LW) channel has been permanently disabled

After discussions with a number of folks in the science community, the decision was made 
NOT to enable the liquid water (LW) channel in the newly modified SGP Raman lidar. Rather 
than the removing data from the output (which would require modifying the DOD) we are 
simply filling that channel with zeros. This change will be permanent.

Do not use data

• Number of laser shots recorded for the liquid water channel(shots_summed_liquid_high)
• Summed analog signal in the liquid water channel(liquid_analog_high)
• Number of photons counted in the liquid water channel(liquid_counts_high)
