SGP/SEBS/E33 - Surface Energy Balance Suspect

During some times during the period soil heat flow 1 did not measure consistently with 
soil sets 2 and 3. Therefore the surface energy balance is suspect, although it appears to 
be okay most of the time.

• Surface soil heat flux, average of fluxes 1-5(surface_soil_heat_flux_avg)
• Soil heat flow 1(soil_heat_flow_1)
• Surface energy balance(surface_energy_balance)
