TWP/DLPROF/C3 - Uncertainties under estimated

Uncertainty estimates for velocity, wind speed and wind direction are not correct. The 
current method considers only the uncertainty due to the radial velocity precision and does 
not account for uncertainty due to turbulence, which is generally the dominant source of 
error. As a result, the uncertainties are significantly under estimated.
