AWR/RWP/M1 - Reprocess: Missing high power mode

The first hourly file (which is at 03:00 UTC) for some reason has data only for low power 
mode. Ingest seems to have processed this mode, and not encountering the high power mode, 
hasn't handled the subsequent hours of data.
