Description:
A bad cosine (impacting channel 415) went into use on 20150327.  The bad cosine run was 
performed on 20150326.  This was discovered in late 2015 when the DQ office noticed that 
channel 415 was behaving differently from the other channels.  We tried recharacterizing 
the head on 20160216, but it didn't help.  The second attempt at re-characterization was 
made on 20160525 and that was successful.

To resolve this problem some combination of new cal info with old cal info is used based 
on the mentor's best judgement for each calibration file set.  Even though the problem is 
with 415, new cosine data are being applied to all the channels.  Pulling out just 415 
was deemed unnecessarily complicated.  This process will be essentially negligible for the 
other channels.
