SGP/SMOS/E4 - Incorrect Wind Speed data from SMOS E4

Incorrect Wind Speed calibration factor used at installation.  The correct
  calibration factor was loaded into the data logger on 18 APR 95 at 1516 GMT.

All wind data taken during this period should have the following calibration
correction applied.  Multiplier: 1.0135,  Offset: 0.25

• Wind Speed (vector averaged)(wspd_va)
• Standard Deviation of Wind Speed(sd_wspd)
• Wind Speed(wspd)

• Time of Maximum Wind Speed(time_max_wspd)
• Minimum of Wind speed(min_wspd)
• Maximum of Wind speed(max_wspd)
• Time of Minimum Wind Speed(time_min_wspd)

• Wind Speed (vector averaged)(wspd_va)
• Wind Speed(wspd)
