SGP/SMOS/E9 - Bad line in SMOS 30 netCDF file

Some data reported in 25 OCT 95 SMOS 30 E9 NETCDF file for 0330 are
incorrect.  Probably due to bad data transmission from site.

Vapor pressure, Barometric pressure, Snow Depth, Precipitation, and
Battery voltage data for SMOS 30 E9 taken on 25 OCT 95 should be flagged 
as incorrect.

• Total precipitation over one minute sampling period(precip)
• Snow Depth(snow)
• Standard deviation of vapor pressure(sd_vap_pres)
• Barometric pressure(bar_pres)
• Snow Depth Sensor(snow_sen)
• Average battery voltage(vbat)
• Standard Deviation of Barometric Pressure(sd_bar_pres)
• Vapor Pressure (kiloPascals)(vap_pres)
