SGP/SMOS/E9 - Incorrect wind data

Wind Monitor mount broke, sensor hanging upside down.  Repaired
on 24 OCT 95.

All wind data taken during this period should be flagged as incorrect.

• Wind Speed (vector averaged)(wspd_va)
• Wind Speed(wspd)
• Standard Deviation of wind direction(sd_deg)

• Maximum of Wind speed(max_wspd)
• Time of Maximum Wind Speed(time_max_wspd)
• Time of Minimum Wind Speed(time_min_wspd)
• Minimum of Wind speed(min_wspd)

• Wind Speed (vector averaged)(wspd_va)
• Wind Speed(wspd)
• Standard Deviation of Wind Speed(sd_wspd)
• Wind Direction(wdir)
• Standard Deviation of wind direction(sd_deg)
