SGP/EBBR/E7 - Wind Speed Cups Frozen

Freezing rain, snow, and below freezing conditions during 23 January 
1996 caused the wind speed sensor cups to freeze in a stopped state at E7, 
Elk Falls, KS on 23 January 1996.  When temperatures rose to above freezing  
on 24 January 1996, the ice thawed and the cups turned freely again. 

Measurements affected by the stalled wind speed sensor include:

5 minute:  wind_s, res_ws

15 minute: wind_s

30 minute: wind_s, res_ws
