Description:
In early February 1996 the battery voltage began to exceed the solar panel 
voltage regulator limit of 14.5 volts during peak solar radiation.  This 
indicated a malfunction in the regulator.  Eventually, the battery voltage 
level rose to 17 volts occasionally.  No data was affected.  The regulator 
was replaced on February 22, 1996 and battery voltage levels returned to 
normal.
