SGP/SMOS/E11 - Data logger software upgraded

The data logger software on SMOS E11 was upgraded on 30 APR 96 at 
1557 GMT to improve the reliability of the snow depth measurements.  
All 1600 GMT 30-min averaged data was averaged for only 3 minutes.

All 30-min data for 30 APR 96 at 1600 GMT should be flagged as incorrect.
