missing MFRSR data site E5

Site E5 was fired up on about 96/05/31.  An MFRSR was not connected due
to a lack of MFRSR parts.  Consequently, no MFRSR measurements are being
made at this site, and the MFRSR output consists of zeros.

When more MFRSR parts arrive at the SGP site, an MFRSR will be installed
at this site, and MFRSR data collection can commence.
