SGP/MFR25M/C1 - poor data quality

Description:
In the middle of August, the logger board that collects data from the 25m MFR was 
upgraded.  This upgrade did not work out as planned, and the data quality from the MFR are not 
good.  The poor data is easily identifiable - you'll know it when you see it.  After 
19961008, a new logger board was installed that solved the problem. 

Note: the exact date when these problems started is not known with precision; it could be 
several days prior to or after 960822.
