SGP/IRT25M/C1 - Upwelling IR data very noisy

The upwelling IR sensor on the 25 meter tower exhibited copious quantities of noise.  On 
about 96/11/24 the noise spontaneously went away without any human intervention.

If you need to use the data, you could devise a filter to get rid of the noise.

• Instantaneous Upwelling Longwave Hemispheric Irradiance, Pyrgeometer(inst_up_long_hemisp)
• 10 meter Upwelling Longwave Hemispheric Irradiance, Pyrgeometer(up_long_hemisp)
