SGP/SMOS/E24 - RH values exceeding the specified maximum value

Starting on 29 OCT 96, the SMOS at E24 started reporting RH values
      exceeding the specified maximum value.  Lower values of RH may be
      within tolerances.  On 7 NOV 96 during the 6-month Sensor Verifications,
      the T/RH sensor reported a value of 31% RH that agreed with the reference
      within specified tolerances.  The probe continued to report values which
      exceeded 104% and was replaced on 11 FEB 97 at 1930 GMT.  Reported
      values since then appear to be within tolerances.

All SMOS E24 humidity data during the period of 29 OCT 96 through
11 FEB 97 at 1930 GMT, should be flagged as questionable.
