 Discussion of Problem:

The surface wind speed was entered by the operator as 103 m/s.  This is
clearly a typo and was flagged by the automatic QC check.  The surface
speed at 2000 was 0.9 and at 2100 was 0.0.  It is likely the operator
intended to enter either 1.3 or 0.3 m/s.
