Weird surface value problem

For some unknown reason, the surface values of pressure, temperature,
and rh in this file are corrupted.  The correct values are in the raw
data file, which looks normal.  The correct values are 938.2 hPa, 
22.1 degC, and 50% RH instead of 20001 hPa, 501.0 degC and 11501 RH.
Because the raw data looks fine, all the other values in this file
should be correct.

Flag data and re-ingest raw file.
