Incorrect surface temperature and humidity

Incorrect values of surface temperature and relative humidity were 
entered by the operator.  These were entered as 22.1 degC and 20, but
should probably be closer to -1.1 degC and 79%. It appears that the
operator used the inside rather than the outside temperature.
