Incorrect surface temperature and humidity

It appears that the operators entered the inside temperature (18.6 degC)
and RH (29) rather than the outside values (approx 0.9 degC, 73) when
prompted for the surface met data.  These incorrect values will affect
the first few points of the sounding.
