SGP/AOS/C1 - Line 8 bypass in wrong position

Description:
The Line 8 bypass valve was stuck in the wrong position.  Consequently, air was not being 
drawn through the TSI 3-wavelength nephelometer and the PSAP light absorption photometer, 
and thus they were not measuring ambient (outdoor) aerosols.
