EBBR E8 Adjustment of Negative Net Radiation Values

Please see DQR D980526.2 for some background information on the cause 
of the problem described here, and D980603.1 for correction to the data 
obtained with the previous net radiometer.

On 14 October 1997 a new CR10 program was installed at E8 EBBR.  The program
contained the wrong calibration coefficient for negative net radiations.
A multiplier had been left out of the computation of the coefficient by
the vendor. On 20 April 1998 a new net radiometer was installed.  It was
not noticed that the mutiplier was missing.  A slightly different 
calibration was entered for the net radiometer, again without the multiplier
applied.  A few weeks later the mentor, in trying to diagnose the obvious
incorrect negative net radiation values, discovered the missing multiplier.
A new program with the multiplier included was installed on 26 May 1998 at
1917 GMT.  

All negative net radiation values during the stated period above
need to be DIVIDED by 13.775.  Only the 5 minute and 30 minute q values are
affected.  The 15 minute mv_q values are correct.

Other values affected are 30 minute h and e, which would need to be 
recalculated from:

e = -(q + ave_shf)/(1 + bowen)

h = -(e + ave_shf + q)
Suggestions: 
Apply the correction to negative net radiation values for this period,
or flag the data with this comment.
