NSA/SKYRAD - Barrow SKYRAD PIRD Misconfiguration 12/9 - 12/12/98

The PIRD was incorrectly set from 12/9/98 to 12/12/98 that resulted in an 
error of approximately 3.7% (was set to 243902 instead of 235294).

Configuration has been corrected.

Since there was no sun in Barrow during this time and the tracker was not installed,
it seems to me the data should be flagged and nothing more.
