SGP/EBBR/E8 - Wind Direction and Speed Data Incorrect

The wind direction and speed sensors were iced stopped by freezing rain, 
resulting in the following values being incorrect:

5 minute:  wind_s, res_ws, wind_d, sigma_wd
15 minute: wind_s, mv_wind_d
30 minute: wind_s, res_ws, wind_d, sigma_wd

• Wind speed vector mean(wspd_vec_mean)
• Wind speed arithmetic mean(wspd_arith_mean)
• Wind direction vector mean(wdir_vec_mean)
• Wind direction vector mean standard deviation(wdir_vec_std)

• Wind direction vector mean (mV)(wdir_vec_mean_mv)
• Wind speed arithmetic mean(wspd_arith_mean)

• Wind direction vector mean(wdir_vec_mean)
• Wind speed arithmetic mean(wspd_arith_mean)
