SGP/EBBR/E22 - Right Aspirator Fan Replaced

Replacement of the right aspirator fan on the EBBR AEM caused temperature,
relative humidity, and vapor pressure data to be incorrect for the 2045 and
2100 GMT 15 minute data and Bowen ratio, sensible heat flux, and latent
heat flux to be incorrect for the 2100 GMT data.
