Data Loss due to failure of Site Transfer

Description:
The power outage last week prevented transfer from running on 
April 22, 1999.  I did not have a good understanding of the new site transfer
and failed to notice this. 
 As a result, two instruments lost data dated April 20, 1999 before 
transfer was rerun on April 26.   The instruments that lost data are the 
mmcr (all raw and netcdf files for April 20, 1999) and the 
wsi (all raw files for April 20, 1999).  

I am sorry for this loss of data.  The circumstances of the event has been
noted and steps have been taken to prevent a similar occurance from 
happening in the future.
