SGP/THWAPS - RH low by factor of 1.1

Because of instrument mentor stupidity, all B1 TWHAPS RH values collected
since the specified being date are low by a factor of 1.1.  This problem
also will affect the vapor pressure values in the file, but the scaling
will not be linear.  See companion DQR for THWAPS C1 for more detail.

The CSI data logger needs to be reprogrammed.  Data users
can multiply the values in the file by 1.1 to obtain the
correct RH.
