SGP/THWAPS - THWAPS pressure too high by factor of 1.1

When attempting to reprogram the C1 THWAPS Campbell Scientific data logger
to correct the problem (previously reported) with RH, Site Ops mistakenly
changed the scaling of the pressure sensor instead.  Pressure data in
the ingested file is 1.1 too high.  The RH is 1.1 too low (subject of
a different DQR).

Users may divide the listed pressure by 1.1 to obtain an
estimate of the correct value.  The problem has been fixed .
