SGP/SMOS/E3 - Tower lowered to surface

The E3 SMOS was lowered to the surface on 7 OCT 1999 between 1430 and 1450 GMT to install 
counterweights.  All wind speed and direction data are incorrect during this period.  
Temperature and humidity data should be used with caution.
