SGP/TWR/C1 - West Side 25m RH Zero

On 5 January 1998, decreased battery voltage in the CR21X datalogger for the 25m level of 
the west side of the SGP CF tower apparently damaged the electronics of the RH probe.  
The RH was zero (and the vapor pressure was therefore incorrect) during the period. The RH 
probe was replaced.
