Description:
It appears that because of the cold and windy conditions at the time this sounding was 
done the operator took the sonde inside the heated shelter just before launch.  The 
radiosonde was at ambient conditions for only about 14 seconds before being launched.  As a 
result, the algorithm for automatically determining the surface conditions failed.  The 
correct surface values are T=-17.8 degC, RH=53.
