Description:
The NSA at Barrow was experiencing technical difficulties related to hardware problems.  
Water was found in a waveguide, which may adveresly impact sensitivity.  An up-down 
converter problem was also found.  This problem may also impact sensitivity.  The quality of 
the radar calibration during this period is unknown, but will be determined at a later date.

Description:
From 3-July 2001 to 26-July 2001, the NSA MMCR calibration for the
two coded pulse modes is incorrect.  The values of reflectivity computed
by the radars autocalibration software are wrong because they use the
wrong radar constant.  The correct radar constants are: 8-bit coded
mode RC=16.344 and for the 32-bit coded RC=7.313. 

The only impact of the incorrect radar constants should be reflectivity
value

Description:
Instrument had water damage that fried the pulse controller
card.  Images appear normal, but no clouds were detected
during this period because no radar pulse was being emitted.

Note from Karen Johnson: the ARSCL and MMCRMODE data fields
may or may not be suspect, depending on whether ARSCL correctly
identified the MMCR data as bad.
