the RH readings were 94.04%.  The automatic collection of surface data by the DigiCora III 
chose the incorrect RH value.

Description:
The Optical Raingauge (ORG) data was incorrect during the listed times.  Ice/frost was 
forming on the lenses causing the ORG to believe there was precipitation occurring.
