The down_short_hemisp (PSP), down_long_hemisp_shaded (DIR) and up_long_hemisp (UIR)
experienced frequent dropouts due to a failing multiplexer.  CM replaced mux on 1/7. Don't 
use best estimate GSW, if "source_BestEstimate_down_short_hemisp" is -1.
