The time variable in the a1 datastream contains incorrect times for sweeps in which one or 
more rays were not collected by the instrument.

Data in field variables contains a default value and not _FillValue for gates in rays 
which have fewer than the maximum number of gates collected by the instrument for that 
volume. This has been observed in RHI scans in the NSA and SGP where the instruments does not 
collect gates which would have a height above a instrument defined altitude. These gates 
should be masked and indicated by _FillValue. The value in these gates is unusual for the 
field and typically easy to identify as incorrect.
