During the night of 11/05-06 2004 the tracker failed at this location. During CM on 12/01, 
power cycling returned the tracker to service. However, tracker was not properly 
tracking in the AM. Tracker failed again sometime near 01/01/2005.	CM reloaded the tracker 
program and realigned the tracker on 01/26/2005 1600GMT correcting the problem.

On 1/15/2007 the E20 tracker failed due to weather.  On 3/14 it was replaced but 
configured incorrectly (presumably the wrong lat/long).  This wasn't discovered and corrected 
until 6/6/2007 1745GMT.

All shortwave instruments dependent on proper tracker were affected.  This includes 
measurements: downwelling shortwave diffuse and direct normal. Additionally, the global 
shortwave instrument have also been shaded during the second time range due to improperly set 
tracker.

From about 97/02/20 to 97/03/06 (1500 GMT) the solar tracker was inoperative
at site E2.  We cannot pin down the exact starting time of this failure
because of cloudy conditions around 97/02/20.  The failure becomes obvious
during clear skis at which time the NIP reads zero (i.e., it isn't pointed
at the sun) and the downward diffuse radiation is too large (because the
diffuse pyranometer is not being shaded).  97/03/03 was a particularly 
clear day and the diffuse pyranometer reads almost the same as the total
downward pyranometer.  The fact that they don't read exactly the same - the
discrepency is about 75 W/m^2 at solar noon - is indicative of a large sensor
calibration problem.  This large calibration error is NOT typical of ARM 
data, rather it is peculiar to this site.

Problem documented in instrument DQR D031009.2:

Incorrect coefficients were applied to the upwelling longwave radiation
measurement instrument (i.e. pyrgeometer, SIRS acroynm "UIR") during
this time period.

For a PIR mounted in an upwelling measurement orientation (UIR), the
thermopile output is extremely low compared to a downwelling PIR (DIR).
In addition, the UIR case and dome temperature differences are much
smaller than a DIR.  This results in the pyrgeometer receiver radiation 
term, Wr (NREL/Hickey equation) or Wc (Albrecht/Cox equation), dominating
all other terms of the infrared radiant flux equation.

Since the receiver radiation term uses coefficients in both forms of
the pyrgeometer equations nearly equal to 1.0 +- <1% the result is a
measurement of incoming longwave radiant flux relatively insensitive

Turkey vultures are the usual suspects in data quality problems at this facility. The RBD 
(rotating bird deterrent) had failed the week of 10/13 and was awaiting parts.  However, 
beginning in late October the birds had left the site.

Beginning October 3, 2007, the upwelling longwave irradiance (up_long_hemisp, aka "UIR") 
started to spike to unreasonable values positively offset from the co-located E13 by over 
100W/m2.  On January 17 2008 the UIR values become consistently bad due to bad UIR dome 
thermistor wiring.  Problem appears as a resistive offset in the dome thermistor but due 
to nature of failure (unknown cable problem) data correction would not yield any better 
data than the co-located E13 UIR instrument that is known to be operating correctly. 
Instrument cable replacement on 4/22 fixed the problem.

Thermopile data (netIR) from this instrument is good.  However, incoming irradiance data 
is not correctable due to bad UIR dome thermistor wiring within the instrument cable.

Description:
Afer recovery from lightning strike the upwelling longwave SIRS Eppley PIR (UIR) had noise 
on both dome and case thermistor measurements.  On 4/12/2006 techs replaced defective 
j-panel at base of tower.

Noise didn't appear to have a bias but standard deviation went from 12-13 W/m2 during 
noisy period back to .75-1.5W/m2 after noise problem was eliminated.
