GRW/SONDE/M1 - Wind data missing

A GPS problem associated with Vaisala BBSS ground station software issues caused the 
ground stations to enter into an error state when using GPS wind finding. In some instances, 
the flight was aborted due to the error state and no data was collected.  A workaround was 
developed to allow sondes to be launched without collecting wind data.

• Wind speed, S-to-N component, at altitude, derived from ETA model(v_wind)
• Wind speed, W-to-E component, at altitude(u_wind)
• wstat
• Wind speed, surface, 1-min avg(wspd)

4 (Red, Incorrect ).

Beginning with 20090513.2329 launch, the longitude has an incorrect sign.  Correct initial 
longitude is -28.03.  These files have +28.03.  

The data will need to be reprocess at the DMF by correcting the beginning longitude in the 
*.parsed files and re-ingesting.

GRW/SONDE/M1 - Reprocess: Initial station altitude incorrect

The initial station altitude was entered incorrectly.  All altitude values too low by 11m. 
 The altitude reported in the data is 15m.  The correct value is 26m.
